New Enhanced Energy Affordability Program (EEAP) Expands Support Available to NY Residents

The NY Public Service Commission is launching a new program: EEAP offers monthly utility bill discounts to income-qualified households in Central New York.

The program is open to customers of National Grid and NYSEG, and both homeowners and renters may apply, as long as the utility bill is in the name of someone in the household.

EEAP is different from the standard Energy Affordability Program (EAP). You do not need to be enrolled in benefits such as Home Energy Assistance Program or Supplemental Nutrition Assistance Program to qualify. If you are accepted into EEAP, you may still apply for those programs separately.

Discount levels vary depending on your utility company and the type of energy service you receive. Contact your utility directly to learn the exact amount you could save.

Important notes about eligibility

  • EEAP is a two-year pilot program.
  • If you already receive discounts through the standard Energy Affordability Program, you are not eligible for EEAP. Households that receive state or federal assistance—such as HEAP, SNAP, SSI, Medicaid, veterans disability benefits, TANF, or public housing support—should apply for the regular EAP through their utility.
